Medicare Counseling Services (One-on-One)
The Health Insurance Counseling & Advocacy Program (HICAP) is a state-sponsored, volunteer-supported program that provides free counseling to people with Medicare about their benefits, rights and options, and other health insurance related questions.
Meet with a HICAP volunteer counselor to understand your Medicare benefits and options without a sales pitch. Are you confused about Medicare and need help navigating your health insurance benefits and don’t know where to begin? Call HICAP to schedule an appointment with a counselor who is registered with the California Department of Aging to provide free and unbiased insurance information to you.
HICAP Medicare Counselors can meet with you one-on-one to help you understand your benefits and options.

HICAP does not sell, endorse, or recommend any specific insurance product or companies. Trained HICAP counselors will explain the basics of Medicare to you and help you navigate the Medicare maze.

Community Presentations
HICAP provides free community education to the public about Medicare. This includes civic clubs, congregations, independent living community centers, companies, medical facilities and community-based agencies.

Medicare Advocacy
Do you need help filing a Medicare appeal or changing your Medicare prescription drug plan? Maybe, you are looking for local resources to help you stay at home or you received a letter from Social Security Administration or Medi-Cal that you don’t understand. Call HICAP for assistance and they will determine whether or not you need to meet with a HICAP counselor.
